ϳԹEnhances Artisans’ Skills With Training Programme

In a bid to enhance the skills and productivity of its artisans, ϳԹhas hosted a one-day intensive training workshop on March 11, 2025, at the Eva Von Hirsch Auditorium.

The workshop, organised by the Directorate of Human Resource and Organisational Development, aimed to upgrade the artisans’ skills and knowledge, empowering them to further their education and advance their careers in their respective fields.

During his presentation, the Unit Head of Assessment and Certification at the Commission for Technical and Vocational Education and Training (CTVET) and a facilitator, Mr. Emmanuel Tawiah Aboagye, shed light on:

  • CTVET Certificates and Equivalence
  • Admission Requirements for HND, Mature and Certificate Programmes
  • Accredited TVET Institutions
  • Grading System for Prospective Students.

Mr. Aboagye emphasised “Competence-Based Training” (CBT), noting that it is a learner-centred approach that focuses on assessing an individual’s ability to demonstrate specific skills and knowledge. “In CBT, learners collect evidence of their performance, which is then evaluated to determine whether they have met the required standards for a particular learning outcome,” he remarked.

According to him, the assessment decision is based on whether the learner has achieved the overall learning outcome, rather than accumulating credits or points. Mr. Aboagye further clarified that if a candidate fails to achieve all the learning outcomes in a unit, the unmet outcomes are identified as ‘gaps’, stressing that in such cases, facilitators provide additional support and re-facilitation to address these gaps. A re-assessment is then conducted to ensure that the candidate has achieved the required competence in that unit.

Mr. Aboagye outlined two types of certificates that are issued for CBT learners, including full qualification (which requires a learner to complete all units in the trade area and the generics, including English, Mathematics, Science and Entrepreneurship) and Certificate of Competence (where learners take selected units in the curriculum and receive a certificate for those units).

The Principal Manager at CTVET, Mrs. Rose E. Deho, discussed “Recognition of Prior Learning” (RPL), indicating that it is a process of evaluating prior skills and knowledge acquired through formal, informal or non-formal learning against some pre-determined qualification standards for formal recognition. Mrs. Deho highlighted the ‘Portfolio of Evidence’ (PoE) as a key requirement for RPL assessment, stating that the PoE showcases an individual’s skills and competencies gained through work, lifelong learning, and previous education.

Earlier, speaking at the event, the Director of Human Resource and Organisational Development, Dr. Emmanuel Adjepong, emphasised the significant milestone achieved by GCTU, having successfully transitioned from a specialised training centre to a fully-fledged public university. He noted that before its transition, the institution faced challenges in standardising the appointment, promotion and placement of artisans within the single spine salary structure.

Dr. Adjepong highlighted the difficulties the institution encountered in providing a clear progression pathway from one level to another and in recognising and certifying the skills of artisans without academic backgrounds. According to him, ϳԹis committed to providing enhanced opportunities for its artisans through targeted capacity-building initiatives and encouraging them to pursue further education and professional development.

In his closing remarks, Dr. Adjepong implored participants to apply the knowledge and skills acquired wisely and efficiently. He extended his sincere appreciation to the facilitators for their invaluable insights and dedication to the success of the training workshop.
